Pennsylvania Local EIT Calculator

FIN·US

Pennsylvania's local Earned Income Tax: the combined municipality + school district levy that follows your RESIDENCE — with withholding at whichever is higher, home rate or work-town rate, under Act 32.

In Pittsburgh the combined resident rate is 3% (city 1% + school district 2%) — $2,250 on $75,000 of wages. Most Pennsylvania municipalities sit at exactly 1.00%; the calculator carries the verified large-city rates and a custom mode for the rest, because there are more than 2,500 municipality/school-district combinations, each with its own PSD code.

Your wages & rates Act 32 withholding rule built in.

The custom field is used only when "isn't listed" is selected — your exact total resident rate is on the PA DCED registry under your PSD code. Most work municipalities levy a 1% nonresident rate; a few (like Pittsburgh) levy none beyond the resident structure — set 0 if yours doesn't.

Applied rate: 3%. Your resident rate is the higher one — Act 32 withholding follows it.

How Act 32 works

Both your municipality and your school district may levy an EIT; combined, they form your Total Resident EIT Rate. Your employer withholds the higher of that rate and the nonresident rate where you work, and a county-based Tax Collection District (69 statewide — Berkheimer, Keystone, Jordan and others) collects it. Philadelphia is outside the system: it has its own wage tax instead.

Frequently asked questions

Why is my rate higher than my neighbour's?

School districts differ street by street: the same municipality can hold several PSD codes with different school levies. Your Residency Certification Form (CLGS-32-6) fixes the code your employer uses.

Do I file a local return?

Yes — a local EIT return with your TCD's collector each spring, reconciling what was withheld. Movers and multi-job holders most often owe or get refunds at that step.

What if I work in Philadelphia?

Philadelphia wages are exempt from local EIT (the city wage tax replaces it) — set the work rate aside and use the Philadelphia calculator.

Sources & verification. PA DCED Act 32 EIT registry and municipal statistics; city finance pages for the listed municipalities' rates (Pittsburgh via the city + Jordan Tax Service; Allentown via Berkheimer TCD data; Lancaster via the Lancaster County TCB; Bethlehem via Keystone Collections). Municipalities we could not verify from an official listing are deliberately not pre-loaded — the custom mode covers them from the registry figure.

Frequently asked questions

Where do I find my exact rate?

The PA DCED EIT registry, by your six-digit PSD code — it is also on your Residency Certification Form.

Why might withholding exceed my resident rate?

If your work municipality’s nonresident rate is higher, Act 32 withholds at that rate; the local return reconciles.
